HRA can be included. The GO is very specific regarding that. We have included that in our place and the Treasury do not object
Special pay shall not be included. We do not include that while calculating the bill.
Pay, Personal Pay, Dearness Pay (when applicable) and dearness allowance are the other heads that are included
